EDISON, NJ (November 13, 2025) – The Port Authority made an historic announcement today, unveiling a record $45 billion 2026–2035 Capital Plan that will reshape the region’s transportation network for decades.

This once-in-a-generation proposal continues major projects already underway, including the Midtown Bus Terminal Replacement, the new AirTrain at Newark Liberty, and significant upgrades to our seaport facilities. It also launches bold new investments such as:

  • New Terminal B at Newark Airport.
  • The rehabilitation of the Lincoln Tunnel Helix and the Outerbridge Crossing.
  • Major improvements to PATH – including the first direct weekend PATH service in 25 years.

The agency also released its 2026 Capital & Operating Budget, which dedicates $4.1 billion to immediate infrastructure needs throughout the region.

Alliance for Action President Jerry Keenan hailed the announcement.

“Our members know this capital program is essential – and the Alliance for Action is already working with Port Authority leadership and with partners across business, labor, and government to ensure this historic plan wins approval and moves forward.”

To support these projects, the plan includes updates to PATH fares, airport access fees, and toll structures across Port Authority crossings.
